Free parking ticket appeal letter template
Use this template to appeal a parking charge notice from a private operator or a penalty charge notice from a council. Send it within the appeal window — acting early usually freezes the amount and keeps the discount.
Who this letter is for
Challenge a private parking charge or council PCN with a formal written appeal. It is written in the formal register companies, landlords and card issuers expect, and it records the facts, the remedy sought and the deadline in a way that supports any later escalation to an ombudsman or the courts.
How to use this template
- 1Find the PCN number, issue date and the deadline for keeping the discounted rate.
- 2Download the template and state your ground: signage, grace period, a valid ticket or keeper liability.
- 3Attach photographs of the signage and any pay-and-display ticket as evidence.
- 4Send within the appeal window — for private tickets, within 14 days keeps the discount.
- 5If rejected, escalate free to POPLA (BPA members) or the IAS (IPC members) with your code.
What to include before you send it
- Appeal within 14 days of a private ticket to keep the discounted rate.
- Attach photos of unclear or missing signage and any pay-and-display ticket.
- If a private operator rejects you, appeal free to POPLA (BPA members) or the IAS (IPC members).
The rights you are relying on
Protection of Freedoms Act 2012 keeper-liability rules (private PCNs), the Traffic Management Act 2004 (council PCNs), and the operator's trade-body code of practice (BPA or IPC).

[Your name] [Your address] [Email address] · [Phone number] [Date] Appeals Department [Operator / council name] [Address] Re: Appeal against [parking charge notice / penalty charge notice] [PCN NUMBER] — vehicle [REGISTRATION], issued [DATE] Dear Sir or Madam, I am writing to formally appeal the above notice issued to my vehicle at [LOCATION] on [DATE]. I do not accept liability for the charge for the following reasons: [State your ground clearly, for example: - the signage at the location was unclear, obscured or did not adequately state the terms; - a valid pay-and-display ticket was purchased and displayed (copy enclosed); - the time allowed under the grace period had not expired; - the notice was not issued in accordance with the requirements of keeper liability, and I was not the driver; - the amount demanded exceeds a genuine pre-estimate of loss.] I enclose [photographs / the pay-and-display ticket / other evidence] supporting this appeal. Please cancel the notice and confirm in writing within [14 / 28] days. [If a council PCN: If you reject this representation, please treat this as formal notice that I intend to appeal to the independent adjudicator.] [If a private operator: If you reject this appeal, please provide a POPLA / IAS verification code so I can refer the matter to the independent appeals service.] Yours faithfully, [Your name] Enclosures: photographs, pay-and-display ticket, supporting evidence.
Frequently asked questions
- Is it worth appealing a parking ticket?
- Often yes. A large share of appeals succeed, especially where signage is unclear or the notice has errors. Appealing usually freezes the charge and keeps the discounted rate alive.
- Will appealing lose me the discount?
- For private parking charges, appealing within 14 days normally preserves the discount. For council PCNs, making representations within the discount period keeps the 50% rate in most cases.
